Dam Common Sense

If a dam is inspected and said to be in "fair" condition, not good, very good, or excellent, one would think that it would cost less to do necessary repairs, than to displace over a thousand residents who could potentially be killed, as well as spend millions of dollars on re-constructing their homes, when the dam finally gives way.

Apparently, I do not know a damn thing.
